Well, in females, "normal" menstrual onset is supposed to be between ages nine and sixteen years. And since menstruation isn't supposed to occur until a girl is almost through puberty, it makes sense that, even with a normal endocrine system, numerous girls would begin puberty before the age of ten.
That said, what the hell ass balls is in the water that's making kids start puberty at age three.
